This tutorial will teach you how to change the login screen for Windows 7 to a custom image of your choice. There is a lot of software that can do this for you, but this will teach you how to do it yourself, and it is quite easy.
First we need to edit a registry key so that Windows will let us use our custom images.
Open a Run prompt, and type regedit. (Go to Start, type Run, select Run from the search results, and type regedit into the box that pops up, then click OK).

The registry key that needs to be edited is located in:
HKEY_LOCAL_Machine
SOFTWARE
Microsoft
Windows
CurrentVersion
Authentication
LogonUI
Background
Just keep expanding the folders listed until you reach Background.
Now we need to edit the key "OEMBackground". Simply double click the key, there should be a 0 in the "Value data" box by default, change it to 1. (0 = off & 1 = on). Hit OK.
Now put the image you would like to use in this directory:
C:\Windows\System32\oobe\info\backgrounds
Also note, your image needs to be named backgroundDefault.jpg
