This tutorial will teach you how to allow a port or port range through the Windows 7 firewall.

First, open up "Windows Firewall with Advanced Security" by typing it into the Start menu and hitting enter.
This should be the window that pops up:


Next, click "Inbound Rules" located in the left pane of the window. After you've clicked that, click "Action" at the top of the window and then click "New Rule..."
Select "Port" and then click next.


Next, you can specify TCP or UDP protocol and specify which ports you would like to allow through the firewall. Click next and then you can choose to either allow the connection, allow the connection if it is secure, or block the connection. In 99.99% of cases you'll want to choose "Allow the connection." Click next.

If you're not sure which profile to apply this rule to, just choose them all, otherwise choose the one you would like. Now, for your own reference, name this new rule and put in a description, then click Finish. You're all done and you should be able to see your new inbound rule listed among the others.
